cruise control not working

What are the most common reasons for the cruise control to stop working? My 99 Cavalier also has an odometer problem that everyone says is caused by a bad cluster, and I'm wondering if the problems are related. My dealer doesn't think so, but I'm not sure that I can believe him. Your thoughts?
