Jetta Brake Problems

Ok ... my friend has a 90 jetta and he just redid the front brakes on it. bled the brakes of air and toped up the fluid. Now that he has changed his brakes, when the car is running the brakes sink to the floor and dont stop the car from rolling, but when the car is off he has lots of brake. A few things have been suggested already but i wanted your guys opinions on it. Thanks in advance

If I were him I would try talking with a VW specialist or maybe call someone that specifically works with VW brakes I know there are a couple sites around that do this...check out http://www.myhotvw.com/volkswagon_parts/Brakes let me know if this helps at all?>

I am hoping to hear the results here, since I have two identical '90 Jettas I want to fix up; and need to clean/bleed the brake systems on both of them.
If the pedal goes the floor with the engine running, I would presume it would be due to an air bubble in the lines somewhere (including in the master cylinder), and that it would also do that with the engine shut off - but it would take a lot more pressure on the pedal, and pushing longer.
