I'd say you have a swap gone wrong. Someone took the time to swap in a 92+ engine, you said it was d16y7. But then they didnt mess with converting the DPI over to MPFI which the OBD1 cars have. I would not be surprised if there are many wiring issues at hand here.

no wiring issues dude its fine and it says D16Y7 on it so i dont know why wouldnt it be a D16Y7?

never said it wasnt a d16y7, but it has the DPI injection system from a d15b2 which is an entirely different setup altogether.
Im guessing with that intake, you're making about 90hp
|

but isnt like a D16Y7 108hp or more y the injection would lower the HP?

the d16y7 came MPFI.
yours is DPFI and the ecu has a blinking light. that means it is an engine swapped in. i don't think you have wiring issues as you still have the stock ecu & DPFI. however, you car has issues. i just don't know what since you won't explain how exactly your car died. i'm with 91civicDXdude....this is frustrating as hell trying to reply to a million threads. i don't have MSN but i'm confident with 91civicDXdude knowledge as he has mixed and matched heads, ecu, and other d series parts in different combinations. so hopefully he can contact you through MSN i'm sorry Honda_Racer i'm hella sick. this is the most replies i have left in almost 3 weeks, lol. i'm going back to bed
