whats the best Fuel psi B16A first Gen

I have a B&M fuel modifier,First i was reading a psi on fuel rail of O and when i reved or drove it in second gear i would reach 17 psi now i have the B&M fuel regulator mod and i dont knoe exactly where it should be i can go all the way up to 40psi but when i do and drive,It will drop to like 25 20 psi what the best psi ...U can see my mods down here

CTR pistons,Skunk 2 Valve srpings & Retainers,Mugen Thermostat,ACT clutch & Pressure plate,msd wires Pro cap,msd coil blaster 3 & ignition controller 6A,
JDM 4-2-1 jasmas,short ram,jdm C,s short shifter,razo knob,vtec indicator light, 99 SI Rims,jdm integra front caliper rotor upgrade...Thats all for now till nexk week........
