Question Any Ideas???

A friend of mine has a '98 Mercury Mystique, 5 speed Manuel. And whenever he turns off the engine the cooling fan keeps running, even when the engine is still relatively cool, and winds up draining the battery. He also mentioned that when the vehicle is running, the fan is on continuously EXCEPT when he hits the brakes. When he hits the brakes, the fan shuts off. Any Ideas how to approach this? My first thought is that maybe the fan thermostat is stuck closed and to replace that. However I have not had a chance to look at the vehicle, so I have no idea what anything looks like. Could it be a stuck relay? Just like some input before taking it to a shop and spending large amounts of American greenbacks : ) ... Thanks
