98 Explorer, I do not have coil springs?

Are you talking front or rear suspension? Your Explorer will have torsion bars in the front and semi-elliptic leaf springs in the rear, no coils. I think it's the cutout of the rear wheel wells that makes all these Explorers appear like they are sagging in the rear. Before changing things you should have the ride height checked to confirm if it is actually sagging.

Sagging rear suspension on this solid axle configuration should not really have an impact on tire wear, I'd suspect you have some other issue if rear tire wear is what you're concerned with.

The tire wear will not likely be a result of the type of springs you have but rather due to an alignment, suspension wear, worn shock absorber, or tire defect. And if your Explorer is a 4WD model there is no practical way to retrofit leaf springs to it.

When I hear someone say the suspension is sagging I think of lower than spec ride height. If the front is sagging the torsion bars can be adjusted quite easily to get the ride height where it should be.

Since the shocks are new, are you sure they are squeaking rather than a ball joint or outer tie rod end?
