1997 probe gt electrical problem

I can't get starter to turn over. I have power at starter, I get power to solenoid when key is turned, starter works when direct power is ran to solenoid. Has anyone seen anything like this before?

If that's the case, then the ignition switch is bad or the starter relay is bad.
