1996 Buick century vacuum hose problems

I have a 1996 Buick Century 3.1L V6 that only stalls when it rains or it is wet outside. Once the engine heats up it runs perfectly fine, but it takes about 15-20 minutes to get running smooth. I am not sure what this could be. My check engine light came on and it says a code P1441 -EVAP System- no flow during purge cycle. I thought this might be the egr valve gasket and replaced that, however the problem is still there. I need some idea of what it could be. Also I noticed that the hose from the rear valve cover to the bottle of the throttle body was loose on the valve cover side and popping out. It is not the PCV hose, I already replaced that one. It is the second hose on the Throttle Body to the valve cover. It is a fitted hose and it is not a hose i cant just retro fit.

P1441 EVAP Emission Sys Flow during Non-Purge, has nothing to do with the EGR, you may have a loose or broken vacuum line, or bad purge solenoid. You need to take it to someone who can troubleshoot, rather than an AZ parts monkey!
