94 GA starting problem

Tried this on a different thread, but I don't think I communicated well enough.

My 94 with a 3100 V6 automatic wont start.
I don't hear the fuel pump when I first turn the key to the run position, but after cranking the engine over and letting the key return to the run position the fuel pump can be heard.
What would cause this?
While fooling around with the car I got it to fire up, and it ran fine, but havent had such luck since.

This "smiley" says it all.

There are a couple of possible issues. First the security system may be preventing it from starting. Second the fuel pressure regulator could be bad and finally the fuel pump relay could be bad and not activating the fuel pump when you turn the key on.
