power steering leak

I have a 95 honda civic. now the power steering starts leaking and we don't want to put hundreds to fix it. Two questions for you experts:

1. is it a safty issue if I drive it without any power steering oil?

2. can I disable the power steering and use it as an old car without power steering? if yes, how can I disable the power steering system?
