97 2.2 fuel problem

i have a 1997 legacy sedan 2.2l in the shop with a no start. pulled spark plugs smelled like fuel pretty bad, dried out and put back in the car fired right up. the customer has had this problem for a while now so i checked for codes and found none but on my genisys scan tool i found when reading the data display fuel status bank one read opdc and bank 2 is disabled any ideas on what opdc means? anyone ran into this problem before?
