1999 Avenger drive train question.

i have a 6 cyl. 3.0 and i hear a popping noise someting when i go from reverse to drive. i jacked up the rear end and my driver rear tire will spin freely either direction, the passenger rear spind free in reverse motion but is very hard to turn tire forward. is this something mechanical that makes this happen? or is something wrong?

also my e-brake only locks up the driver rear tire.
