SC2 Steering Column Controls Loose

Hi Everyone,
Here's a corny issue. The Controls (blinker, wipers, etc) that are attached to the steering column on my 2002 Saturn SC2 are loose. I took the plastic covers off to see if I could see the problem. It looks to me like there is two screws that tighten one large bracket with controls in it directly to the steering column. The problem I see is those screws don't look like a normal screw. You can't get anything on the head of screws to tighten them. It's like they've been filled with something to keep you from getting a driver into them. I guess I have a couple questions. Are these two screws what tightens that bracket? If they are, how do I get those screws to tighten? Thanks
