rear wiper self starts on key-on and key-off
On an '01 rodeo LS 3.2. It swipes for a minute or two and then stops. It stops on the detent after key on but in mid-stroke after key-off. I pulled the fuse. Still turns itself on, although the dash switch stops working. Showed up initially when I turned off the wiper using the switch but the wiper kept going. Relay issue?

Sure sounds like it. A $12 fix if you will tackle it yourself, $300 fix if you take it to a shop (if you can find one who can work on it).
I replaced two relays on my wiper controller board in about 1.5 hrs. It's a PIA, but not too difficult. Is a very extensively discussed issue. See topic 60 here for excellent guidance: http://isuzufaq.ibctech.ca/
