This summer I plan on turning my AT neon into a MT neon. I have all the parts to convert it except a MT pcm. Can I use the AT pcm? I would just go to a junk yard and grab a MT pcm but I need the VIN to match.
I know I would have to do something about the park neutral safety switch but would the torque converter lockup solenoid cause the check engine light to trip? Is there any other issues I would have to deal with? If it is possible to use the AT pcm that is.

You can use the ATX PCM, you will have the lower rev limiter. The VIN# isn't stamped anywhere on the PCM either, so I don't see why you couldn't just swap in an MTX PCM.
You will also have a CEL for the Torque Converter solenoid not being active as you won't have one any longer.

I would just swap in a MTX PCM but isnt the VIN stored in the PCM so when I go for NYS Inspection and they put it on the computer it will show its the wrong PCM and it will fail?

The first gen neon's PCM does not store the VIN# at all. I think some second gen's do, maybe 02 and up.

alright so as long as I find a 1999 SOHC MTX PCM It should plug right in straight forward?

97-99 SOHC MTX PCM will do you just fine. All plug and play.
