hello wisiwind, newbie here...

can you help me figure out why there's an oil leak in the tps of my 98 windstar .

TPS, Throttle Position Sensor....mounted on the throttle body.
Oil there is most likely from the PCV line......it is normal to get some oil into the throttle body from the PCV line.
Some aftermarket PCV valves can make it worse.
I put a catch can in the PCV line on my '96, and still get some oil back into the throttle body......but the catch can does catch a LOT of fluid in the winter.......some in the summer.

by the way, this oil leak will not affect the driveability of the van? like stalling or surging.. my windstar surges and idle very rough last saturday, and my cel came on, after flooring the gas pedal, the rough idle gone, as a preventive measure i rushed in the autovalue (i think its the counterpart of autozone in the us hehehehehe) to check my cel and they got p0171 code. the guy parts did cleared the code and until now cel dont get back...
do you think its the oil leak that causes this cel...

The only thing the oil will do is combine with the EGR flow to make crud in the intake......
It is possible that the oil vapor may settle onto the Input Air Temperature sensor or the MAF....but that would take a lot.
I clean up that flex tube once or twice a year.
I also run Berryman's B-12 Chemtool in the gasoline tank a couple times a year.
This will clean the fuel system.....particularly the injectors.

You might check the PCV line's elbow right on the top of the intake manifold.
Mine developed a crack on the inside of that elbow.
I looked over the "Help" stuff at AutoZone.....all the odd stuff.....and found a hose that was the right size with a 90 degree turn in it.....
In fact, the one I found had 2 90 degree turns.......so I cut it in 2......I put one on the breather.....and the other onto the PCV line.

Look over the rest of that PCV line for signs of problems.......also check with the motor running to make sure that it has not softened up enough that it will collapse when the vaccum from the intake it applied.
The oil vapor might be anoying, but you want that PCV line to be pulling the air that it is supposed to in order to get harmful vapors out of the crankcase.....preventing them from building up in the oil....breaking it down....causing sludge.....etc.

Check over your other vaccum lines for any signs of lines that are in need of repair.
