95 GMC brake problem

i am re-doing the front end brakes of the beast when i had all the new parts in and on, i found that the calipers dont want to fit on correctly. after a closer inspection i found that the bushing that hold the caliper to the backing plate are sticking out about 1/8 an inch. Are they supposed to be flush on the caliper or what? id appreciate some feedback from the pros out there, thanks
