Unhappy GP 98 low heat

My 98GP is not heating up the cabin as expected. I looked at the gauge and noticed that it only reaches 5 divisions above the 40 degree C (the lowest) mark which is approximately 162 degrees F. Is this normal and if not, what can I do to improve the heat distribution?

The engine is not heating up properly. The water temp should be at least 185 to 192 before the thermostat opens. I suspect the thermostat is stuck in the open position and not allowing the engine to heat up thus the no heat condition.
