Question 86 camaro irocz hesitation

I have a 86 Camaro irocz it runs but idles hard and very hesitant at low rpms but as soon as it gets in the higher rpms it is alot smoother. i already replaces fuel pump and filer and there is no fuel leaks in the lines allso there is no leak in the intake anywhere. could it be the MAFS? but what strikes me as weird is that when the filter cover isn't locked down it wont start when it is locked down it will start without a problem. so help me out please and tell me its an easy fix lol.

Could it be that the timming might be off?

I ajusted the timing to exactly where it is supposed to be because before it was 90degrees off.

The car is perfectly timed at 6degrees and still has the worst low RPM pick up. could it be that the moduel in the distributor.

replaced the guts in the distributor ran great then when i turned it off it wouldn't start back up again. what could it possibly be now?
