84 regal t-type backfiring in BRAND NEW turbo

I put on a new turbo on the car because the last one on it had the same problem and burnt the turbo up. The backfiring is still occuring. Firing order is correct. Have checked it atleast 10 times. Have checked spark plugs and changed them a few times after they keep getting loaded up with fuel. What could be the cause of the backfire?

Time for a leak-down & compression test to to see if the problem is the timing chain, burnt/bent valves, worn cam lobes, or fuel related issues.
