readiness monitors

200 Saturn sl1 will not run monitors for O2,Egr>Evap and Cat has new PCM and new ECT sensor

Is the SES light on? Is there a DTC Pending? Go to your local autozone and have them pull up the codes.

Normal operating temp read from the gauge?

I just had this problem. It was a bad thermostat. The engine never got up to temp which is one of the things necessary to set the readiness monitors. I was not able to read any DTCs because it wasn't considered an engine related fault. Perhaps a dealer scanner would have picked it up. I got lucky by having the guy at the emission test place mentioned to check the thermostat. Using a thermometer I found that the coolant only got up to 160F. After changing the thermostat I noticed that gauge went from about 10o'clock to almost 12o'clock. good luck!
