There is a cross member right where the catalitic converter ends. The ground strap is hanging from one of the bolts that holds the cross member in place. Is this the ground for the exhaust system?

Exhaust pipe has to be grounded; my guess is that main reason here is corrosion. Rusting is electronic process that can be limited a little with good grounding.
The pipe is also grounded via O2 sensor wiring (against gnd rules and principals) ... so the wire is or is not important - who knows. Missing gnd results in more aggressive corrosion, my guess. (instead of 12 yrs, pipe rusts at 9 yrs).
