windstar 98...3.8 lit

Daily problem now...
My 98 windstar cranks continuously but would not start. Once it will start after lot of cranking trials car...runs fine without any problem.
When this happens...and later after van starts and I put car in drive, the washer fluid light, seat belt light and door light come on on the dash.
The same time the single touch glass down on driver side window does not work.
I also smelled wire - electrical burn.......outside the car...could not tell where it came from.
Please help.
