2003 Camry no AC on idle

My 2003 camry 4 cyc, does not provide cool air with selected at max during engine idle. At high speeds the AC output improves as long as high RPM is maintained. I hav cleaned the condenser and replaced the condenser filter and accumulator bag. No change. I have tried on 2 occasions to recharged and vacuum the system, somehow the system will not charge completely.

Any ideas of what can be the cause
