94 Jetta fuel problem, no power to pump relay

I bought a 94 Jetta that had an alarm problem, my cousin inlaw disconnected the alarm box and jumped the power wire to the starter. The fuel pump will not run now, I have been over and over through the wiring, found the fuel pump is good, the fuel pump relay is good, removed cover from relay and made the pump run by pushing on the relay contacts. I tested the relay off a battery and it cycles fine. Tested the relay wires in the fuse block and not getting power to the relay. I can not find a wiring schematic to show where the relay gets its power from in the block. Found a couple wires loose in all the wiring behind the block but cant find anywhere for them to hook up so I believe everything is hooked up like it is suppose to be. I even hooked up the alarm box again to test everything and the pump still will not run. I cant find any damaged wiring either. Any help will be appreciated. Thanks
