2001 Stratus R/T Code P0403?

I'm currently working on a 01 Stratus R/T 3.0L.
It will not idle by its self. I have screwed the idle screw all the way in. It didn't have a check engine light on till a week ago, and it's been doing this for almost a month. So I scanned the code and it says P0403. I know it's a EGR issue. But that wouldn't cause this. I had some one rev it to keep it running while I took the MAF sensor plug out, no change. So I'm thinking it's the MAF sensor, but they are expensive as crap...

Already put new intake manifold gaskets on and that wasn't it. I've gone over the EVAP hose system with a couple of diagrams and there are no visible issues with the hoses. And I don't hear any vacuum leaks...

Any ideas anyone?

i have a 03 r/t thats done the same thing twice within a year. it would stall at stop signs and when sitting at idol the tach needle would bounce up and down, then eventually stall. turning the a/c on would also make it stall faster. the first time i took it in to the dealer cuz it was under warranty and they fixed it they said they cleaned the throttle body. The second time i didnt wanna waste money taking it to the dealer so i used a fuel cleaner i think it was called B-12 or something very similar sounding i got it at walmart its in a round metal can. i ran 3 tanks of gas through the car putting a can of that in each time and its been good since then. that was about 3 months ago. my car also has the check engine light on with the same code. i have yet to figure that out.

Put a turnicate on the EGR port during troubleshooting, this will block any unmetered air from going into the Intake.
