Sounds like its in the switch. What motor is in it?

Don't hold me to it but I think 99-up had the GEM module... If its not in the switch it will be in that module.

I changed the gem module but I dont think I had the right one it wouldnt shut off at all.? how do you tell the difference when getting a used module?

Go by the Original part number and serial number-- A few numbers off can be a big difference.. '99 was an odd year for f-250.. May be hard to find but keep looking..
