1997 Olds 88/ls catalytic Converter Replacement

I went to a local chain tire/muffler to get an estimate on replacing the cat converter on a 1997 Olds 88/ls (86k)-They say it's necessary to replace the ENTIRE exhaust system from the C/C down the center pipe, including the muffler and tailpipe. The condition of the pipe after the C/C and the muffler/exh pipe is fine, little or no rust. His reasoning is that the system pieces are welded together, they cannot replace any individual part and he would not want to see me in a year complaining of a broken weld.-After showing me the $1500.00 cost on the estimate, I left as soon as the car was off the lift-Please tell me that the C/C alone can be replaced in the system without having to take out a 2nd mortgage-I just put in a new gas tank, filler tube, f/brakes and 4 tires (already spent >than car cost me)-Appreciate any advice/estimate
