front differential question before install

I just bought a used front differential for a 2000 chevy tahoe. My original seized because of a loose drain bolt. The used diff had a broken motor, which wasn't a problem because I swapped it with my original( but not yet plugged in). What alarms me is when I rotate the pinion yoke, only the drivers side axle rotates. The passenger side is not seized and does turn freely by hand. Is this normal?

Yes.
That is the way it works in 2W.

Plug in the actuator motor and put truck in 4W key on and the front axles should lock in.

Post back how it goes.

Also make sure it is the same gear ratio as old one.
