Question

Help ?: Hood paint problem - 2007 RAV4

My daughter's 2007 Toyota RAV4 hood has a paint problem. It started out as a small 2-3 inch issue in one place only. Now it is all over the hood (see linked pictures). Can anyone tell me what might be causing the problem?
