'82 Polo won't shift

I was driving my car when all of a sudden, the gear shifter won't move. I've tried reading the manual, but it's in German. I live in a French speaking region of Belgium (so finding someone to translate it for me is not easy) and I don't speak French either. I'm pretty sure that the clutch is catching because the car doesn't die when I left off the gas. My brother-in-law said that maybe my clutch isn't catching all the way. Does anyone know where in Belgium (near SHAPE military base) I could take it? I can have someone who speaks French with me, I just don't know where to take it. Thank you in advance for any words of wisdom you may have.
