neon won't turn over
try to start, no engagement from starter. had starter tested, good. check relay/fuse good, replaced neutral safety sensor. battery seems to be ok. please help

What year is the Neon? Does it have any sort of antitheft system (factory or aftermarket)? You mention the starter does not engage, does the starter motor spin but doesn't turn the engine over? Are there any sounds such as a single click or rapid series of clicks? Have you removed the battery cables from the battery, cleaned them, and reinstalled, making sure they are snug? When you turn the key to the Start position do the typical electricals such as the radio, "idiot lights" on the dash, and blower motor turn off?

The rapid clicking is a sign of low voltage to the starter. You battery is either dead or weak, or you have a dirty connection somewhere. Take the battery out and have it tested. Any parts store will do this for free. If its fine, you probably have a corroded connection somewhere.

Have you tested the voltage of the battery? And then test the voltage of the battery to the starter? Do you know if the positive cable has been replaced in the past? Check the battery to the alternator while your at it.
