95 windstar fluctuating idle

i have a 95 windstar that the idle fluctuates almost like it wants to stall. could it be the idle control valve any other suggestions.

It wants some air while the throttle plate is closed.

yup as soon as i start it. it likes to fluctuate once its warm its cool but at stops also it begins to do it again.

check vacuum lines. Some of them on the back of the engine and it hard to access
