No fan operation-98 cavalier 2.2

The cooling fan does comes on when the car get hot. The fan does not come on when you select defrost or the ac. When voltage is applied to the fan it also comes on.

I replaced the ETC and still nothing. When I jump the circuit breaker the fan comes on. So I replaced both circuit breakers thinking this was the problem. Sure wasn't.

Now, I am at a loss.

So are you saying the Radiator fan does come on but the blower fan does not? What do you mean by ETC? I'm not sure what you are asking but keep in mind these cars have wiring issues from time to time. Recently mine lost all the parking lights-never found the cause-just wiggled the main harness and now they work! (For now)

The blower fan works fine, the cooling fan comes on around 200+ degrees. The AC compressor doesn't not come on and the cooling fan does not come on when AC is selected. Also, when the defrost is selected the cooling fan does not come on either.

ETC was a typo...should of been CTS (coolant temp sensor).

Could my AC be in need of charging?

Well I'm not sure what all you're asking-but I think you are under the impression the Radiator fan comes on with A/C or defrost. It does not. When you turn your mode switch to "defrost" the A/C compressor will cycle briefly. This is just so it won't seize up in winter, and of course it should come on when you turn to "A/C". If it's not coming on then you may be right, I have heard that it won't when there's no refridgerant, but there are other reasons why it may not come on,like a bad clutch.

The cooling fan or the clutch does not come on when AC is selected. But, if you jump the circuit breaker that controls the AC it comes on just fine. I have replaced all breakers and the CTS so far. So, now I'm thinking that maybe the refrig. level might be too low and not allowing the AC to come on.

You're probably right about the refrigerant being low. On the '98, I believe, the fan is comanded on when the high side pressure exceeds a preset pressure. On many older ones the fan comes on based on switch position (A/C or defrost), but the pressure is a more efficient way to do it.

Evacuate, dye, and recharge the A/C system and then you'll have a starting point.
