96 Park Avenue power antenna

My 96 power antenna stopped working in the down position. Pulling on the end of post and it appears still attached at the bottom. Fuse appears good because the door locks and other items on that fuse still work. Does anyone know an easy way to tell if it it has burned itself up or not getting any power?
