do you have to drop the gas tank to change the fuel pump or can you access it from inside the car like under the back seat?

Drop the tank and break the bolts retaining the straps to the body by hand first after spraying them with a very good penetrating fluid not using WD40.There is a chance the captured nuts might break with the bolts spinning and you have cut the bolts with a sawzall if this happens
