98 Malibu will not start

I went to the store Friday in my 98 malibu. When I went to leave my car would not start. A guy there told me about the passlock and to turn the switch on and wait 10 minutes then start it. So when I got home I told my husband about it and he went out to check my car and it would not start even after the 10 minutes. He has checked the fuses and they are all good. I called my local GM service dept and they say it is sounds like the ignition housing and wanted to charge me 400 to 800 to fix it depending on what needs to be done. My husband replaced the ignition housing and switch but still nothing. When you turn the switch on all my gauges go haywire and sometimes my theft light stays on and other times it never stops blinking. We researched on here how to 'bypass' it but we cannot get the thing to start.
Can anyone give me some advice as to what might be wrong with my car.

Can you physically hear the starter turning the motor over?

Nothing happens when I turn the key. My husband almost got it started by doing something to the starter with a screw driver. We just replaced the starter and many other parts about 4 months ago.

Are you sure the battery isn't dead or the connection at the battery aren't loose or corroded?

My battery is just under a year old and the connectors look to be in good shape. We thought it might have been the passlock so my husband unhooked the battery for 10 minutes to try reseting it that way, but that did not work either.

If it where the passlock the car would crank until the battery is dead! Passlock disables the fuel injectors. No fuel, no start, plenty of cranking over by the starter. The fact that your gauges go crazy at the same time makes me think there is a lack of power. Might not be a bad idea to at least check battery voltage (key off, key on, trying to crank). How about voltage at the starter? Do you have power at the purple wire at the starter while holding the key in the crank position?

Oh, ok we were under the impression that with passlock problems the car did what mine is doing. My husband had the battery and starter tested today and they are both good. He is going to check the purple wire tomorrow after work. He has been over everything he could think of on the car and is getting really frustrated.
