Cooling Fans!

I was just told by a auto shop that one of my cooling fans are out. When I got home I turned on my AC and the one fan that he said was out turns on. So is it out or does it come on intermittenly when needed. How do these two fans work that are normal so I dont get ripped off?
I have a 94 3000gt vr4 and any advice would help.

Under normal cicrumstances only the large fan comes on to cool the radiator. The second smaller fan only comes on when the AC is turned on, or the car starts to overheat.
