91 accord misses

i have a 91 accord that when your driving it wants to spit and sputter and feels like it has no power and then the check engine light will kick on and it will start to bog down so you have to turn off the key and then restart the car light mainly comes on when you are on the highway

You need to find what is causing the CEL to come. You got to read the code.

do you know how much it cost to have the code checked or is there a way i can do it myself

There is nothing special and does not take any special equipment to reading the codes. You need to jumper the service connector which is located to the right of the glove compartment on the top of the side panel. Then turn on the igniton switch without starting the engine and count the blinks. After you read the code, pull the jumper and then remove the 7.5 amp fuse in the underhood fuse box to reset the ECU.
