1999 Silverado a/c and seat belt issues

I have a 1999 ext cab Silverado LS 5.3. First, sometimes when I turn my a/c on, it takes a minute or two to start blowing. My friend said it might be a relay. Second, my drivers side seat belt now likes to get stuck and will not let me put it on. Any thoughts?

the fan motor is most likely on its way to failure...with the vehicle off for a few hours remove the fan ,,if the fan does not spin easy the motor is shot..adding a little oil may help for a short period but it will not fix it..

the seat belts may be covered by a warrantee as this is a safety issue...GM warrantees these items usually for the vehicles life cycle..the life cycle is around 10yrs/100,ooomi.
