Arrow Motor/tranny swap 94-95 civic ex

Hey everyone,
so heres the thing im looking into starting a project car either an existing full civic ex or with shell depending on what i can find.
im wondering what would be the best choice of a motor to purchase rebuilt and turbo because im wanting to be able to consistly push over 15 lbs of boost without wrecking the motor
im expecting to put in new valves, possilbly pistons, cams fuel rail the whole deal
so what are your ideas and paired with which tranny for best acc and top end
