no horn?

I have a 99 saturn sl2 with 174xxx. the horn does not work the horn has a good ground and has power to it, but the third wire doesnt have any power when u push the horn button is there a relay or something for that? I thought maybe a bad clockspring but it would have a airbag light then wouldnt it? i dont hear any relays clicken so i think it mite be that. if so where would it be located?

The horn has an internal relay (dunno why GM did this) unlike every other horn. More than likely the horn is bad. Junk yard replacement works well. Car-part.com to find a new one.

One black wire should be grounded all the time the other should be grounded only when one of the horn switches is pressed. If that's the case than the horn is bad.
