No start, No codes, 1999, 3.0 Vulcan

1999 3.0 2-valve engine. 111,000 miles. Ran perfectly, then just shut off while driving one day. never started again. No codes. Battery is fine, gas-tank 1/2 full. Turns over fine with the starter. Measured 40 psi fuel pressure while cranking.
Installed niod-light on fuel injectors and they blink for about 3 seconds when I turn the key to try to start, but then they stop blinking after 3 seconds if I keep cranking the engine.
Installed new Crank sensor (because I broke the old one trying to remove to look at it).
Looked at Cam sensor, it looks fine and is turning and giving signal when engine turns over.
I bought a PCM with all the same codes on the tags from junkyard and it made no difference.
Coil-pack seems fine based on resistance checks. No spark at plugs. With key on, the coil primary wires: Primary common,wht/bl=+12Volt, other three wires, primary separate for each of the three coils=0 volts
Please help. I don't want to tow it somewhere and spend hundreds for labor. What else should I check? The only other note is the day it stopped, we had 5 inches of rain, so I drove through lots of puddles.
