Readiness monitors won't reset

2002 Regal, 3.8 non supercharged, Auto.
Cannot get all the readiness monitors to reset. The car has been driven through several cycles and there are 3 of the nine monitors that just won't reset. One is the catylist system monitor and one is the Evap system monitor.
There are no codes in the computer, but this prevents me from getting an inspection sticker in NY. Could the problem be in the Gas cap??? the inspection station says it may be the problem. I don't see how this could prevent the reset of the readiness monitor. The cat. conv.. is only 6 mo. old.
The car is driven daily and it has been 7 days since the first time we tried for an inspection.
I'm really stumped by this one. Could it be a bad connection to the OBD test plugin?????


Well, It's a week later and everything has reset. It seems as though GM is so protective of their proprietary information that no one has been able to tell me what criteria needs to be met in what order for the all nine reset monitors to be reset.
But, the experience has been a great way for me to work on my own troubleshooting skills. I did find out that my 6 mo. old cat was working below threshold and caused very erratic readings from the downstream 02 sensor. Cole muffler stood behind it 100% even though the odometer reading hasn't worked since before it was installed the first time. That is commendable.
I found and repaired quite a few small to medium sized problems and now the car meets all inspection requirements for NY state.
