2001 Spark Plug Replacement Question

I have been quoted 3 hours flat rate pricing to replace the plugs; the tech said he had to remove the fuel rail to do it. Is this sound about right?

According to my supplier's web site, it's 1.1 hours, you have to only remove the Coil on Plugs. The rear set can be kind of a pain to pull off sometimes, but 3 hours sounds a little strong.
