95 taurus brakes locked up

My rear disc brakes locked up on the rotor a few weeks ago. So I replaced the caliber, bracket, and pads. Problem fixed, or so I thought. Yesterday I get home and my caliper has apparently locked up again. This was the caliper on the E-brake side. Does anyone have a clue what is up?

Welcome to the forum!

Two things, did you replace the brake hose, and is your parking brake releasing? If the hose has collapsed internally, it will allow the power brakes to force fluid through it, but the caliper won't exert enough force to force the fluid back through the hose to release the piston. Or, if the parking brake cable is rusted up, it may not retract when the parking brake lever is released. Did someone use the parking brake after you performed the brake work? Do you regularly use the parking brake?

I was told that I needed to "adjust" the emergency brake. So after I had installed the calipers, etc I cranked the emergency brake on and off quite a few times. And no, I did not replace the brake line... we did bleed the line.

Well, it's true that setting the parking brake is what adjusts it on these with rear disc brakes. However, if you don't regularly use the parking brake, and live in the rust belt, this is asking for trouble. It wouldn't surprise me if the parking brake cable is stuck and not allowing the caliper to fully release the pads. If you crawl under the car and the parking brake cable is tight where it y's off to both rear calipers, that's probably what's happening.
