1985 318 has no spark and fuel pumps are not turning on.

I just baught this car. The engine rolls over great. The fuel pumps do not turn on when you cycle the key or when you try to start the car. I also checked for spark and there is no sparky. Any ideas. Could there be something thats causing both to fail. I bench tested both fuel pumps and they both work.

Well im getting closer. I pulled the fuel relay and jumped 30 to 87 and fuel pump comes on. I take it the 87b is the tank fuel pump also. What would be causing the relay not to send power when the key is on. When the key is on and i insert the relay i feel the relay click but the pumps do not turn on. Can anyone steer me in the right direction. Also what are terminals 31, 50, TD, 15 on my relay. I know 30 is power and 87a, and 87b are the fuel pump outputs. And im assuming i dont have spark because i dont have fuel pressure. Thanks everyone.
