2002 Montero - 60/40 2nd Row Split Seat ?

Hi, I found a nice Montero that I'm considering buying. The guy could not find his owner's manual when I went to see the SUV. We figured out how to tilt the small 2nd row seat forward but we could not figure out how the bigger 2nd row seat tilts forward, or IF it even does? Does it? If not, why would they leave it that way? It has that great stow away feature of the third row seat but you can't take full advantage of the cargo space with that 2nd row seat there.

If it cannot be tilted forward like the smaller seat, can it be removed completely?

I also have same problem with my 2002 Fieldmaster pajero A/t. When i try to look under the 2nd seat the cable seems broken so I could not lift it anymore. Any suggestion
