Cool 2000 Metro Fuel Tank Issue. Unbelievable!!

My son has a 2000 Metro 1.0 . It has 130k miles, runs great. However, we now are seeing something we have not been able to resolve. Recently, when we fill up the fuel tank the fuel starts to overflow out the filler tube down the side of the car and onto the street. Im talking a couple gallons. This all happens with the engine off. It started happening when the weather got hot. Its been running 100 plus degrees. Last time I decided to siphon the fuel out as I see the filler tube fill up.. It just amazing to see it flow up and out the filler. I could maybe understand if it only did it with the car running. BUt its turned off. When it is running I take the gas cap off and listen in the tank and I do her little burbling, but nothing when it is off. All we do is turn car off, wait for a minute a there she blows! Out comes the fuel... this happens with fuel cap on or off, which may be asks ; Should a gas tank cap allow fluid past it when screwed on? DOES ANYONE HAVE ANY IDEAS?

It sounds like the fuel tank vents are plugged up. If I'm not mistaken, the black box, mounted on the firewall, by the steering column is part of that ventilation system. That would be a good place to start checking
