1996 Impala SS belt squealing

From the time this car was new there has been a problem with the serpentine belt squealing. A new belt will normally last a few months and the problem starts again. It only has 25,000 miles on it and I just had to replace the water pump. You can squirt water or carburator cleaner on the belt and it will quieten down for a few seconds then start again. The last time I had it in for warranty work before the warranty ran out I told them to check it and when I got the car back they had replaced the belt. Same thing, after a few months it started all over again. A while back, I had the hood up for something and noticed the front one or two ribs of the belt were riding up on the front of the crank pulley. This was after putting a new belt on about a year prior to that and not having any problems. When I reset the belt on the pulley, sure enough in a short time it started squealing again. Any possible solutions for this would be greatly appreciated. Thanks

There is a possibility that the tensioner is bad. You might want to check that. Depending on the type you have it could be a loose bolt causing the belt to ride off. It should be solid except for the acually turning of the wheel. Make sure you take the belt off before checking it.
